奥巴马就职， 一个新时代的期许。。。

一月十九， 奥巴马在华盛顿宣誓就职担任第四十四届美国总统。

美国首个黑人， 史上最年轻的总统之一的上台， 对照小布什任内糟糕的经济情况和政府财务， 及美国国际形象的透支。 令人不得不对这个全球化时代的总统有所期许。

期许归期许， 美国经济正面临全面衰退的危机， 政府财政赤字和外债也面临失控的局面， 加上美军在伊拉克和阿富汗的泥足深陷， 及伊朗， 朝鲜的核武威胁。 面对奥巴马的难局， 堪比经济大萧条后的罗斯福总统。

然而隐藏在背后的更大难题， 是对美国经济的重新定为并面对全球暖化的问题。 七八十年代美国制造业衰退， 里根的财政政策导致美国开始走向， 全世界借钱给美国让美国购买全世界的商品的情况。 然而， 国界的限制以及高等学府的研究优势仍然帮助美国把最高阶的工作留在美国。 此外， 九零年代的科技浪潮及千禧年后的金融市场发展， 让美国人能在不制造轻工业， 贸易逆差高企的情况下， 仍然随着国际资本的流入而享受优质的生活。 零七年末次贷危机的爆发， 除了引发经济衰退， 更标志着美国依靠金融市场龙头地位来平衡贸易逆差的重新洗牌。

美国在科研上的优势， 金融市场集资运作的方便快捷， 甚至是作为吸引全球人才的中心的地位仍在。 然而， 继人工与保健费用高企后导致劳动密集型产业无法生存后， 作为未来科研的骨干， 美国目前的中小学生的数理能力也有普遍下滑的趋势。 对奥巴马来说， 如果要改革保健制度， 重整金融市场， 加大对科研的投入， 就必须要财政预算的支持， 难就难在金融危机后政府的税收急剧减少， 外债却依然高企中。。。。接下来值得关注的， 是美元会不会继续贬值， 以减轻美国政府的债卷压力。

经济恶劣， 使到资本投入到减排项目的意愿减少。 石油价低， 更使替代能源市场的推广雪上加霜。 如何实现应对全球暖化的诺言， 恐怕会是另一个难题。

“We will begin to responsibly leave Iraq to its people and forge a hard-earned peace in Afghanistan," he said. "With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the spectre of a warming planet.

"To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world’s resources without regard to effect. For the world has changed, and we must change with it."
